Reading the article, every accident was a driver hitting the car from behind when it slowed to avoid a hazard. This is people not paying enough attention and a car being overly cautious, where a human driver would have just swerved into oncoming traffic lanes or the next lane and gone around the obstacle. An autonomous car can't make that judgement call to break the law, so it stops, and there's a crash because the other driver behind them doesn't assume they will stop.

So the robots can't drive. Another reason to hold on to a muscle car for the apocalypse.
