That's a good one! The tires aren't glued to the wheels. They may use a lubricant to help seat the bead of the tire to the rim during mounting & inflation.
There is a product called bead sealant which is an adhesive type product to help seal tire beads to the rim; but it is used as a remedy for tire leaks at the bead area.
I would use a clearcoat safe paint cleaning product such as Meguiar's step #1 Deep Crystal System paint cleaner to try first. What you are actually trying to remove is not only dust from the brake pads, but also iron oxide residue from the brake discs. This is difficult to remove as it likes to etch into the clear coat if allowed to remain there too long. In my opinion a Mr. Clean Magic Eraser would be a little too abrasive, and could damage the clear coat finish on the wheels. When the residue is finally removed, a coat of wax and regular washes keeps this problem under control.
The guys and gals with RS model Sonics will have all four wheels susceptible to this problem.
