Cost and I also suspect a supplier problem. Was the belly pan ever on the 1.8? If not, we may have identified why it took so long to get the turbo Sonic into full production. Going without the pan could explain why an "engineering validation" held up production. Chevy may then used the pans on hand and then continued production w/o the pan having completed the belated engineering validation process.
