I have a 2013 Chevy Sonic with a 1.8 l engine. Having a problem with my odometer not reading unless I disconnect power to it and then connect the power again after 15 minutes. I was troubleshooting the problem and replaced the odometer in the dash. I took it to a place to have the ECM flashed but because I replaced the odometer they're saying that they can't get the program to take. They say I have to send me entire gauge assembly to some place in New York with they'll wipe it clean and then they can download the program. Does this sound right?

If I understand what you wrote, it may be true. When the vehicle is driven but the part (odometer/cluster) is not first programmed to match the vehicle, it gets locked. That locked state needs to be removed or another fresh part needs to be used. I don't know the technical reason why they need to send it. It sounds like they know a way without getting a fresh one.
