I didn't ask if they liked LEDs, just of it was feasible & if anyone had done it.

Your state police will know, they're the de facto for handing out special tickets for DOT violations.
Even if they are illegal, it is only if they're on while driving on the road.
Parked, or private property situations are different.
If I were to consider doing it I'd want something trick - slapping 4 solid color bars under a car is 1990.
LED's can change to tons of different colors and intensities based on their controller (IF they're RGB).
Changing tones to fit the mood/surroundings would make it nicer but you can take it further.
LED's are usually just flexible strips now so you can ensure a nice even lighting, just have some diffuser film on it, or sand the LEDs to frost them a little helping to even out light distribution.
Lights look like **** on cars when you can tell someone spent NO TIME installing them.
Seeing individual LEDs? unless it's a headlight "daytime running light" is pathetic.
(Even then a lot of them look like ****)
The point is, if you're doing something custom, make it
custom.
Place it perfectly, move and remove until it's just right.
Can you make it dance to the beat of your stereo?
Can you make it adjust to ambient light? (brighter in bright conditions and dimmer in dim light)
When it dances is there a design to it, or does it just chase the outer edge or jump from side to side because it's wired miscellaneously?

ps, I was laughing at this obviously ridiculous question because yes, under car lights can go on any car, and yes it would look like any other car with lights under it.
