Had this exact same problem when I did my timing belt 2 weeks ago. Its tight but do-able. You need to lift your engine substantially as well as rock it forwards and backwards. You can then get a gap to slip it fowards (towards the radiator). Its a pain, but take your time, it will come off.

Never rule out a new part. You'd be surprised how often new parts cause problems.

It kind of sounds like a shot pulley. If possible, take the v-belt off and give each pulley a spin. It should spin freely, easily and smoothly. And grinding or wobble will cause that. Likely the idler puller because if you put your AC on, it adds strain on the belt which in turn strains the...

Spray a bit of water on the v-belt (fan belt) and see if that stops it. If it does then your belt is worn and needs to be replaced
