Blue liquid from under front seat

I feel retarded asking this but can someone tell me wtf this liquid is that is leaking from this bolt. It has no smell and a strange texture to it. I have cleaned it up two times now. Is this some kind of lubricant?

Ah ok I searched but did not see that pop up sorry haha. I took it as being just grease but was not sure. Never had this happen is any other car.
