I think DRL create a hazard for other drivers. They create a distraction in the rear view mirror, which night dimming reduces, but then it is harder to spot drivers without DRL behind you. On coming traffic also creates unneeded glare. Save the lights for night driving.
To be honest, I have never even paid attention to other cars having lights on or off. But now I guess I'm going to after reading this....
Now at night, those bright white headlights that aren't aligned right tick me off, blind me and give me a mean headache. THOSE should be outlawed....
But I do have one problem with DRL being active. I park with my headlights aimed right into someones apartment window. So with them on, I kinda tick them off if I don't hit the switch before I pull in, and I never do get to that switch. Even at night... Oops...
