Black GM Wheels .. Paint chipping?

Definitely your dealership should be made aware of this before it gets worse. I think the consensus from what we have learned from the OP about the vehicle being pre-owned, the rear brake drums being painted a different color than stock, the paint finish not being a gloss finish, and the wheel balancing weights painted over; leads us to conclude that the issue was brought about by the previous owner. I understand that it is your intention to assist and we appreciate your presence here, but sending the OP to a dealer would most likely be a waste of everyones time.
(Edit) I may be wrong in stating that visiting a dealer would be a waste of time: The manufacturers warranty probably wouldn't cover this type of issue, but only the OP knows what type of warranty the dealership provided, if it were indeed purchased from a dealer and not a private sale.

finally
finally got the dealer to take care of it. not a warranty issue because they were pai ted by the origi al owner, but the sales manager took one look at the issue and is taking care of it. oh and those painted calipers and drums started to chip too. dealer is fixing that too!

Wow, that's pretty cool they're taking care of that! When you pick your car up bring in some cookies or something to let them know you appreciate being taken care of. Believe me, spend the couple bucks on cookies, say thank you and you will be treated very well there forever.

As promised, here are the results. Lesson learned - be persistant and good things will happen! Scored a couple hundred dollar paint job from the dealer :banana: and now the wheels don't just look good, but it was done right. Props to GM Customer service for helping me along the way.
