I only think that if the person does it in prime parking or where the lots get completely full and they should know that. Work and apartments are the most common areas.

Now if It's in an often unused corner or somewhere no one really parks then good for them.

If it is in an area where no one really parks I don't see a point in doing it. Not to mention you see what happens. People think the same thing I do, but then go out of their way to piss the person off by parking close to them. Now I don't do that, I have no reason to upset someone. Still think they are an ******* though.
